Supporting Implementation of UN Security Council Resolution 1540 (2004) on WMD Non-proliferation

UN Security Council Resolution 1540 (2004) calls on States to refrain from providing any form of support to non-State actors that attempt to develop, acquire, manufacture, possess, transport, transfer or use nuclear, chemical or biological weapons and their means of delivery, in particular for terrorist purposes. The resolution requires all States to adopt and enforce appropriate laws to this effect, as well as other effective measures to prevent the proliferation of these weapons and their means of delivery to non-State actors, in particular for terrorist purposes.

UNLIREC supports Latin American and Caribbean States in the implementation of this landmark resolution through:

  • Modernization of legal frameworks
  • Support in conceptualizing, elaborating and/or implementing Voluntary National 1540 Action Plans
  • Specialized training
  • Strengthening trade and transit/trans-shipment controls

Preventing and Solving Gun Crimes through Forensic Ballistic

Under the Programme of Action to Prevent, Combat and Eradicate the Illicit Trade in Small Arms and Light Weapons in All Its Aspects (UN 2001 PoA), governments are encouraged to implement effective measures for and cooperate in tracing illicit small arms and light weapons, exchanging relevant information, and using technologies to improve the detection and  tracing  of these weapons.

In efforts to enhance tracing capabilities, UNLIREC works with States to reinforce national forensic procedures for tracing illicit small arms and prosecuting criminals and traffickers through increasing the capacity of states to:

  • trace 100% of illicit firearms
  • restore serial numbers obliterated on firearms
  • connect previously unknown firearm crimes
  • identify and prosecute firearm offenders
  • present reliable ballistic evidence in courts of law
  • reduce backlog of firearms-related open cases.
  • improv ballistic information sharing among States
  • uncover, investigate and prosecute firearms trafficking cases
  • interdict illicit firearms shipped via postal cargo
  • improve maritime trafficking interdiction

Bolstering Stockpile Safety and Security and Assisting in Weapons Destruction

Under the Programme of Action to Prevent, Combat and Eradicate the Illicit Trade in Small Arms and Light Weapons in All Its Aspects (UN 2001 PoA), governments are encouraged to promote safe and effective stockpile management and security, in particular through physical security measures, for small arms and light weapons, and are called on to destroy all confiscated, seized or collected small arms and light weapons.

UNLIREC supports States in the implementation of the UN 2001 PoA through:

  • undertaking technical assessments on stockpile management and safety and destruction capacities.
  • providing guidance on the technical development of internationally-based standards to enhance stockpile management practices, guide the refurbishment of national storage sites and carry out destructions.
  • delivering technical capacity-building assistance.
  • donating equipment to undertake independent destructions.
  • supporting the destruction of surplus, obsolete and confiscated small arms, ammunition and explosives.
