Synergizing Data Collection Efforts: A Guidance Document on Reporting under the Caribbean Firearms Roadmap in the Context of Existing Reporting Obligations

The Roadmap for Implementing The Caribbean Priority Actions on the Illicit Proliferation of Firearms and Ammunition across the Caribbean in a Sustainable Manner by 2030 (Caribbean Firearms Roadmap) is a regional initiative endorsed by fifteen Caribbean States and the Dominican Republic that seeks to enhance security and promote sustainable development across the Caribbean region, by addressing the illicit trafficking of firearms and ammunition.

The Caribbean Firearms Roadmap (CFRM) is underpinned by a Monitoring and Evaluation (M&E) Framework, which consists of four overarching goals, specific targets, and Key Performance Indicators (KPIs). These comprise sub-KPIs, which monitor national progress, and macro-KPIs, which capture advancements at the regional level. To monitor progress on the implementation of the CFRM both nationally and regionally, States are required to complete a Baseline Assessment (BA) and submit annual reports.

This Guidance Document provides Caribbean States with a technical tool to adopt the CFRM’s M&E Framework and to streamline its reporting process with that of existing international and regional instruments on firearms. By identifying synergies between the different reporting mechanisms, the document helps reduce duplication and improve data collection and reporting efficiency. It assists States in leveraging retrieved data to meet CFRM reporting requirements, thus optimizing efforts and available resources, and ensuring consistency across multiple reporting systems.
